had under the Manchu dynasty boon subordinate to Viceroy Shem, tho was rolated to Luk wong-t'eng, and whose brother was held as hostage by those two men felt constrained to declare the whole provinco of lun-tung to be independent.
In May, 1916 Yuon Shih-k'zi, roclizing that tho fulfilment of his ambitions was possible, revoked his monarchical plan. He died noxt month and was succeeded as Prosidont, in accordance with the Constitution, by the Vice-President, Li Yün-hun, (). Thereafter, on the 6th July, 1916, the Poking Govorment appointed Luk Tong-t'ong to be Generalissimo of Liang Kuzno
provinces, thich then called their declaration of
independence. Ch'an Pong-kur'an (AGA), a native
of hung-hsi, where he had sorved in various military
posts, was at the same time appointed Military Governor
of Kuang-tung. Lung Tsai-krong withdrew to Hainen
island.
Next year, during June and July, Harshal Choung Fan (h) undo an attempt to restore the Kanchu Emperor at Peking; and in view of this affair Irk Jong- t'ong on the 20th Juno, 1917, again declared the indepen- dence of the Liang lang provinces. The attempt of thoung
